Be it enacted by the General Assembly of Virginia:

1. § 1. That $25,675,440 is hereby appropriated in the fiscal year 1994-95 from the general fund of the state treasury for payment into the special fund required pursuant to § 30-19.1:4 of the Code of Virginia. This sum is to be derived in part from the undesignated, unreserved general fund balance on June 30, 1994. To satisfy the remainder of this payment, the Governor is authorized to unallot general fund appropriations for the Medicaid program during the 1994-96 biennium, based on recent trends in Medicaid caseloads, and to revert the unallotted amount to the balance of the general fund. He shall notify the Chairmen of the House Appropriations and Senate Finance Committees within ten days of any action to unallot and revert appropriations pursuant to this authority.
