Be it enacted by the General Assembly of Virginia:
1. § 1. That the Disability Commission shall convene a work group to study continued access to assistive technology customized for students throughout the educational process and upon graduation from or aging out of secondary education. The work group shall include representatives of the Department of Rehabilitative Services, the Department for the Blind and Vision Impaired, the Department for the Deaf and Hard of Hearing, the Department of Education, local school divisions, the Assistive Technology Loan Fund, and such other persons as the Disability Commission shall deem appropriate. In conducting its study, the work group shall (i) determine how assistive technology accompanies students through transitions in the educational process, including transitions between grades, between schools within the same system, between schools in different school systems, and between school and postsecondary education or employment; (ii) identify barriers to continued access to assistive technology devices customized for students between grades, schools, and school divisions and following a student's graduation from or aging out of secondary education; (iii) identify and evaluate policy options for enabling continued access to assistive technology devices customized for students, including options for allowing students to purchase or otherwise take ownership of devices following graduation or upon aging out of secondary education; and (iv) develop recommendations for policies to facilitate continued access to assistive technology devices customized for students across settings. The work group shall report to the Disability Commission no later than September 15, 2011.
