Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding in Article 15 of Chapter 1 of Title 33.1 a section numbered 33.1-223.2:16 as follows:
§ 33.1-223.2:16. Intelligent transportation systems functions of Department; annual report to General Assembly.
The Commonwealth Transportation Commissioner and the Commonwealth Transportation Board shall expeditiously shift the performance of functions related to intelligent transportation systems from Departmental officers and employees to private contractors on the basis of competitive bids. Such functions shall include, but not necessarily be limited to, establishment and operation of regional "smart travel" centers, signal sequencing and synchronization, incident management, electronic signage and message board installation and operation, and motorist roadside assistance.
The Commissioner shall submit an annual written report to the General Assembly, no later than November 30 of each year, on actions taken and results achieved under this section.
