SUMMARY:

Citizen standing to appeal permit content. Adds a fifth enactment clause to a 1996 act dealing with appeals of agency actions, also known as the standing bill. The enactment clause clarifies that the "final and unappealable" decision referred to in the act's third and fourth enactment clauses was rendered by the United States Supreme Court on January 21, 1997.
