Be it enacted by the General Assembly of Virginia:

1. That the second enactment clause of Chapter 1032 of the Acts of Assembly of 1996 shall become effective July 1, 1997.

2. That the first, third and fourth enactment clauses of Chapter 1032 of the Acts of Assembly of 1996 are repealed.
