SUMMARY:
Motor vehicle emissions inspections. Requires that motor vehicle emissions inspections in Northern Virginia and greater Richmond be decentralized, test-and-repair inspections and specifies equipment to be used; requires certification of emissions repair mechanics; provides for on-road remote sensing tests of vehicles; establishes processes for appealing penalties and defending allegations of violations by inspection facility owners, inspectors, and mechanics.
