From each fee collected under the provisions of this section, the emissions inspection station shall remand one dollar to the Commissioner. All funds collected by the Commissioner pursuant to this section shall be paid into the state treasury. One-half of such funds shall be credited to the Motor Vehicle Scrappage Program Fund established by § 46.2-1802, and one-half of such funds shall be set aside as a special fund in the state treasury to the credit of the Department to be used to meet the expenses of the Department's program of on-road testing of motor vehicle emissions.
