Transfers oversight of the Department of Veterans Services and the Virginia Veterans Services Foundation from the Secretary of Administration to the Secretary of Public Safety. The bill also allows the Joint Leadership Council of the Veterans Service Organizations to get reimbursed for travel and expenses.
