Rail Enhancement Fund and Rail Advisory Board.  Establishes the Rail Advisory Board and changes the name of the Railway Preservation and Development Fund to the Rail Enhancement Fund, and dedicates to this Fund a portion of the tax on motor vehicle rentals.
