"Pearl Harbor Memorial Flyway." Designates Interstate Route 95 at the Springfield Interchange in Fairfax County the "Pearl Harbor Memorial Flyway."
S.B. 710 Motorists; prohibits certain activities on highways in Town of Vienna.

Distributing materials, soliciting funds on highways. Grants the Town of Vienna the same powers presently enjoyed by Arlington and Henrico Counties to ban distribution of materials to and soliciting contributions from motorists on secondary highways within their boundaries.

Special license plates; children with special needs; fees. Reauthorizes the issuance of "revenue sharing" special license plates bearing the legend: CHILDREN WITH SPECIAL NEEDS. The annual surcharge for these plates would be $25, instead of the standard $10 for most other nonrevenue sharing special license plates. For each set of plates issued (after the first 1,000 sets), $15 will go to Snap4kids to support its programs and activities in Virginia.
S.B. 763 License plates, special; issuance to supporters of education and public schools.

Special license plates; supporters of education and the public schools of Virginia; fees. Authorizes the issuance of revenue sharing special license plates to supporters of education and the public schools of Virginia. The annual surcharge for these plates would be $25, instead of the standard $10 for most other nonrevenue sharing special license plates. S.B. 775 Companion animals; penalty for abandoning within highway right-of-way.

Abandoning companion animal within highway right-of-way; penalty. Provides a penalty of up to 12 months in jail and a fine of not less than $250 or more than $2,500, either or both, for persons who abandon, dispose of, or dump a companion animal within a highway right-of-way.

S.B. 821 Driver's license, acceptability of foreign; allowance of learner's permit if at least 19 yrs. old.

Acceptability of foreign driver's license as the equivalent to a learner's permit. Allows any person at least 19 years old to have the learner's permit or driver education requirement waived if that person possesses a foreign driver's license. This bill also prohibits unlicensed non-residents who are over the age of 16 years and 3 months from operating non-commercial motor vehicles without a Virginia driver's license.
S.B. 825 Weight limits; allows all localities to adopt truck weight limits.

Overweight truck penalties. Allows all counties, cities, and towns to adopt truck weight limit ordinances, parallel to state law, and to assess and collect penalties for violations of such ordinances and use the proceeds to support either local highway construction and maintenance or local vehicle safety inspection programs. The bill makes other nonsubstantive editorial changes as well.

Requires the Virginia Department of Transportation and the Commonwealth Transportation Board to immediately revise the schedule of fees imposed on certain businesses for participation in the Department's Integrated Directional Signing Program so that Program participants in economically depressed areas are required to pay lower fees than participants in more prosperous and affluent portions of the Commonwealth.

S.B. 1108 Public-Private Transportation Act; changes in provisions.

Public-Private Transportation Act. Requires responsible public entities (RPEs) to adopt procedures establishing an accelerated review mechanism for high priority projects with a dedicated revenue source involving complex financing plans and less complicated projects involving simpler financing arrangements under the Public-Private Transportation Act (PPTA). The bill also authorizes (i) a private entity to request approval of multiple RPEs in proposed projects involving multimodal transportation facilities, (ii) RPE's to enter into a comprehensive agreements with multiple private entities, (iii) pre-development agreements between the RPEs and private entities, and (iv) negotiation of developers’ fees, management fees, and similar financial incentives to attract private sector investment.
S.B. 1236 License plates, special; issuance to supporters of Association for Community Conflict Resolution.
