S.B. 701 Pearl Harbor Memorial Flyway; designating portion of Route 95 in Fairfax County.

Patron: Houck

"Pearl Harbor Memorial Flyway." Designates Interstate Route 95 at the Springfield Interchange in Fairfax County the "Pearl Harbor Memorial Flyway."

S.B. 710 Motorists; prohibits certain activities on highways in Town of Vienna.

Patron: Devolites Davis

Distributing materials, soliciting funds on highways.  Grants the Town of Vienna the same powers presently enjoyed by Arlington and Henrico Counties to ban distribution of materials to and soliciting contributions from motorists on secondary highways within their boundaries.

S.B. 740 Heritage Music Trail: The Crooked Road; designating as certain highways in Southwest Virginia.

Virginia's Heritage Music Trail: The Crooked Road. Adds to "Virginia's Heritage Music Trail: The Crooked Road," designated in 2004, additional road mileage in Patrick County.

S.B. 745 License plates, special; issuance of those bearing legend: CHILDREN WITH SPECIAL NEEDS.

Special license plates; children with special needs; fees.  Reauthorizes the issuance of "revenue sharing" special license plates bearing the legend: CHILDREN WITH SPECIAL NEEDS. The annual surcharge for these plates would be $25, instead of the standard $10 for most other nonrevenue sharing special license plates. For each set of plates issued (after the first 1,000 sets), $15 will go to Snap4kids to support its programs and activities in Virginia.

S.B. 763 License plates, special; issuance to supporters of education and public schools.

Special license plates; supporters of education and the public schools of Virginia; fees.  Authorizes the issuance of revenue sharing special license plates to supporters of education and the public schools of Virginia. The annual surcharge for these plates would be $25, instead of the standard $10 for most other nonrevenue sharing special license plates. For each set of plates issued (after the first 1,000 sets), $15 will go to the Virginia Department of Education to support its programs and activities.

S.B. 768 License plates, special; authorization by Transportation Board.

Special license plates.  Vests responsibility for authorization of special license plates with the Commonwealth Transportation Board.

S.B. 775 Companion animals; penalty for abandoning within highway right-of-way.

Patron: Potts

Abandoning companion animal within highway right-of-way; penalty.  Provides a penalty of up to 12 months in jail and a fine of not less than $250 or more than $2,500, either or both, for persons who abandon, dispose of, or dump a companion animal within a highway right-of-way.

S.B. 778 Interstate Route 81 Corridor Multistate Transportation Planning Compact; created.

Interstate Route 81 Corridor Multistate Transportation Planning Compact.  Establishes an interstate compact to improve transportation and transportation planning in the Interstate Route 81 corridor.

S.B. 813 Logo sign program; Dept. of Transportation, et al, to determine which businesses qualify.

Logo sign program; emergency.  Requires the Virginia Department of Transportation and the Commonwealth Transportation Board to take immediate action to make two specific changes to the "bumping policy" associated with the Department's Integrated Directional Signing Program.

S.B. 821 Driver's license, acceptability of foreign; allowance of learner's permit if at least 19 yrs. old.

Patron: Williams

Acceptability of foreign driver's license as the equivalent to a learner's permit. Allows any person at least 19 years old to have the learner's permit or driver education requirement waived if that person possesses a foreign driver's license. This bill also prohibits unlicensed non-residents who are over the age of 16 years and 3 months from operating non-commercial motor vehicles without a Virginia driver's license.

S.B. 825 Weight limits; allows all localities to adopt truck weight limits.

Patron: Mims

Overweight truck penalties. Allows all counties, cities, and towns to adopt truck weight limit ordinances, parallel to state law, and to assess and collect penalties for violations of such ordinances and use the proceeds to support either local highway construction and maintenance or local vehicle safety inspection programs. The bill makes other nonsubstantive editorial changes as well.

S.B. 837 Anthony S. and Edna Ridley King Commemorative Bridge; designating as portion of Route 260.

Anthony S. and Edna Ridley King Commemorative Bridge.  Designates Bridge Number 264 on the Route 260 Connector as the Anthony S. and Edna Ridley King Commemorative Bridge.

S.B. 884 License plates, special; issuance to supporters of Salem Avalanche baseball team.

Special license plates; Salem Avalanche supporters.  Authorizes the issuance of special license plates to supporters of the Salem Avalanche.

S.B. 929 Blue Star Memorial Highway; designating as Route 1 in Fairfax County.

Blue Star Memorial Highway.  Designates the entire length of U.S. Route 1 in Fairfax County the "Blue Star Memorial Highway."

S.B. 942 License plates, special; issuance to members of State Defense Force, and techinal change.

Virginia State Defense Force; special license plates.  Authorizes the issuance of special license plates to members of the Virginia State Defense Force. The bill also makes a nonsubstantive, technical change involving the composition of the Virginia Military Advisory Council.

S.B. 944 H. Paul Buskell Memorial Bridge; designating as Route 460 Cedar Bluff bypass bridge.

H. Paul Buskell Memorial Bridge.  Designates the U.S. Route 460 Cedar Bluff bypass bridge over the Clinch River the "H. Paul Buskell Memorial Bridge."

S.B. 962 Bob Hiteman Overpass; designating as overpass connecting Capital Beltway with Interstate Route 95.

Bob Hiteman Overpass.  Designate the overpass connecting the inner loop of the Capital Beltway with Interstate Route 95 at Springfield the “Bob Hiteman Overpass.”

S.B. 1033 Virginia Capital Trail.

Virginia Capital Trail. Designates the bicycle and pedestrian transportation facilities within the Virginia Route 5 corridor between the City of Richmond and Jamestown the "Virginia Capital Trail."

S.B. 1058 License plates, special; exempts certain military veterans from fees.

Patron: Wagner

Military veteran license plates; fees.  Exempts World War II veteran, Pearl Harbor survivor, and Asiatic-Pacific veteran special license plates from the standard $10 annual surcharge. Plates with reserved numbers or letters would still be subject to an annual surcharge.

S.B. 1092 Logo sign program; revision of schedule of fees imposed on certain businesses in depressed areas.

Directional Signing Program.  Requires the Virginia Department of Transportation and the Commonwealth Transportation Board to immediately revise the schedule of fees imposed on certain businesses for participation in the Department's Integrated Directional Signing Program so that Program participants in economically depressed areas are required to pay lower fees than participants in more prosperous and affluent portions of the Commonwealth.

S.B. 1096 Integrated directional sign program; revision to program to include request by localities.

Integrated directional sign program.  Directs the Commonwealth Transportation Board and the Virginia Department of Transportation to revise the integrated directional sign program to include signs requested by local governing bodies.

S.B. 1108 Public-Private Transportation Act; changes in provisions.

Patron: Stosch

Public-Private Transportation Act.  Requires responsible public entities (RPEs) to adopt procedures establishing an accelerated review mechanism for high priority projects with a dedicated revenue source involving complex financing plans and less complicated projects involving simpler financing arrangements under the Public-Private Transportation Act (PPTA).  The bill also authorizes (i) a private entity to request approval of multiple RPEs in proposed projects involving multimodal transportation facilities, (ii) RPE's to enter into a comprehensive agreements with multiple private entities, (iii) pre-development agreements between the RPEs and private entities, and (iv) negotiation of developers’ fees, management fees, and similar financial incentives to attract private sector investment.

S.B. 1236 License plates, special; issuance to supporters of Association for Community Conflict Resolution.

Special license plates; members and supporters of the Virginia Association for Community Conflict Resolution; fees.  Authorizes the issuance of revenue sharing special license plates to members and supporters of the Virginia Association for Community Conflict Resolution. S.B. 1242 License plates, special; issuance to members and supporters of Junior League.

Special license plates; members and supporters of the Junior League.  Authorizes the issuance of special license plates to members and supporters of the Junior League.

S.B. 1254 Logo sign program; fee shall be collected by Transp. Comm. from entity for purpose of participating.

Fee-based signage programs. Provides that fees shall be collected by the Commonwealth Transportation Commissioner from any qualified entity for the purpose of participating in certain fee-based signage programs.

S.B. 1264 High-occupancy vehicle lanes; extends use by vehicles bearing clean special fuel license plates.

HOV lanes.  Extends the ability of vehicles bearing clean fuel vehicle license plates to use HOV facilities, regardless of the number of their passengers, for two more years.

S.B. 1297 80th U.S. Army Reserve Division Highway; designating as portions of Rts. 144, 1, and 150.

80th U.S. Army Reserve Division Highway.  Designates portions of Virginia Route 144, U.S. Route 1, and Virginia Route 150 as the 80th U.S. Army Reserve Division Highway.

S.B. 1319 PPTA; VDOT to suspend negotiations with entities involving I-81 improvements.

PPTA; I-81 improvements.  Requires VDOT to forthwith suspend negotiations under the Public-Private Transportation Act of 1995 (PPTA) involving improvements to I-81. No such negotiations are to resume until VDOT is authorized to do so by an act of the General Assembly.
