Administrative Process Act; rules of the Virginia Workers' Compensation Commission. Exempts certain rules of the Virginia Workers' Compensation Commission from the requirements of the Administrative Process Act, provided that the Commission provides an opportunity for public comment on the rules prior to adoption.
