SUMMARY AS INTRODUCED:
Education Improvement Scholarships tax credits; limits eligibility to pre-kindergarten students. Provides that, on and after June 30, 2018, eligibility for Education Improvement Scholarships shall be limited to children in nonpublic pre-kindergarten programs and those students who received scholarships for the 2017 school year and each year thereafter. Under current law, tax credits are awarded for donations to foundations that use the funds to award scholarships to certain students in grades K-12 who attend nonpublic schools. The bill defines an eligible pre-kindergarten child and a nonpublic pre-kindergarten program and sets out several other curriculum and administrative requirements that must be met by a nonpublic pre-kindergarten program in order for children attending the program to be eligible to receive scholarships under the tax credit program. Under the bill, the Virginia Council for Private Education or the Virginia Early Childhood Foundation will certify nonpublic pre-kindergarten programs meeting such curriculum and administrative requirements. The bill provides that the maximum annual scholarship a child will receive is the lesser of his actual educational expenses or the state share of the grant per child under the Virginia Preschool Initiative for the locality in which the child resides.
