SUMMARY AS PASSED HOUSE:
Clean-up and closure of landfills. Allows landfills authorized under HB 1205 (1993), which do not meet modern requirements for liners and leachate collection systems, to continue operating. As introduced, the bill required closure of the “HB 1205” landfills.
SUMMARY AS INTRODUCED:
Clean-up and closure of landfills. Prohibits disposal of municipal solid waste in landfills which do not have liner and leachate control and collection systems meeting the requirements of new facilities. The Landfill Clean-up and Closure Fund is created from a per-ton fee on all municipal solid waste disposed of at landfills in the Commonwealth. The per-ton fee increases with increasing volumes. The Fund is to be used for the clean-up and closure of landfills that do not have adequate liners or leachate collection systems or which have been abandoned in violation of the Commonwealth’s waste management laws.
