SUMMARY:

Seat belts; children ages 4 to 16. Requires drivers who are transporting children at least 4 but less than 16 years of age to ensure that such children are provided and properly secured with seat belts. A violation of this section by persons transporting children fourteen years or younger shall not constitute negligence per se in any civil action. Primary enforcement of this section is authorized.
