SUMMARY:

Claims; Carl Nester. Provides relief to Carl Nester for $6,000, which is the uninsured portion of the value of his building that was damaged by the Virginia Department of Transportation. The building was blown by a windstorm into a highway right-of-way. Without notifying Mr. Nester, Department employees pushed the building out of the right-of-way, further damaging the building. If the Department had notified him, Mr. Nester could have salvaged the building.
