SUMMARY:
Alcoholic beverage control; title to alcoholic beverages. Provides that, notwithstanding any other provision in the ABC law, the Board shall assume ownership and legal title to alcoholic beverages purchased or ordered by the Board and delivered to any warehouse or ABC store operated by the Board at the time the Board or its agent obtains physical possession of the alcoholic beverages. The bill also prohibits the Board from adopting regulations which establish bailment warehouse operations or requiring a vendor to retain ownership and legal title to alcoholic beverages purchased or ordered by the Board.
