Commends the Secretary of Natural Resources, state agencies, local governments, industry associations, citizen groups, conservation organizations, soil and water conservation districts, universities, farmers and individuals for their efforts in developing the Shenandoah and Potomac River Basin Nutrient Reduction Strategy.
