SUMMARY:
Study; drug testing of welfare recipients. Establishes a joint subcommittee to study the advisability and cost of drug testing of recipients of temporary cash assistance to needy families in the Commonwealth of Virginia. The study shall include an evaluation of the constitutional issues involved in the drug testing of recipients, the fiscal and policy impact of offering drug treatment programs, and what, if any, punitive action should be taken against those who test positive and do not cooperate in getting treatment.
