SUMMARY:
Constitutional amendment (first resolution); Transportation Trust Fund. Declares the Transportation Trust Fund inviolate for any purpose other than constructing, improving, and maintaining the roads embraced in the systems of state highways and furthering the interests of the Commonwealth in the areas of public transportation, railways, seaports, and airports, except by a two-thirds vote of the members present in each house of the General Assembly, which two-thirds shall include a majority of the members elected to that house. If the Fund is so appropriated, used, or authorized to be used, the proposed constitutional amendment requires the Assembly to provide for the repayment of the money within three years from the date of withdrawal.
