SUMMARY:
Programs to promote educational opportunities. Broadens the scope of the statewide voluntary pupil-teacher ratio and class size reduction program to include the 4th grade. Presently, this program covers grades K through 3. Funds are provided in the 1996-1998 appropriation act to reduce the pupil-teacher ratios in schools that have 20 percent but less than 50 percent at-risk students to 20 to 1, in schools having 50 percent but less than 70 percent at-risk students to 18 to 1, and in schools having 70 percent or more at-risk students to 15 to 1. An at-risk student is defined as a student qualifying for free lunch. First implemented through the budget in 1994, these voluntary ratio and class size reduction initiatives were enthusiastically implemented and required additional funding in 1995 because of the unexpected response.
