SUMMARY:

Tributary plan implementation. Repeals the second enactment to Chapter 1031 of the 1996 Acts of Assembly (HB 1411, 1996, relating to the development of tributary plans by the Secretary of Natural Resources). The second enactment contains apparently conflicting language. One provision calls for approval of tributary plans by the General Assembly before they may be implemented while another provision indicates that agencies shall not be limited in carrying out their statutory and regulatory responsibilities.
