HB 2412 Tributary plan for York, James and Rappahannock River Basins.

SUMMARY:

Tributary plan development and implementation. Extends by one year (from January 1, 1998, to January 1, 1999) the deadline for the development of a tributary plan for the Rappahannock River, and by six months (from January 1, 1998, to July 1, 1998) the deadline for the tributary plans for the York and James River Basins. Factors to be considered in the development and reevaluation of tributary plans are added. The second enactment to Chapter 1031 of the 1996 Acts of Assembly (HB 1411, 1996, relating to the development of tributary plans by the Secretary of Natural Resources) is repealed. The second enactment contains apparently conflicting language. One provision calls for approval of tributary plans by the General Assembly before they may be implemented while another provision indicates that agencies shall not be limited in carrying out their statutory and regulatory responsibilities.
