SUMMARY:
Claims; Ulmer, Gregory and Diane. Requires the Birth-Related Neurological Injury Compensation Program to purchase the current residence of Gregory and Diane Ulmer for $188,000. The Ulmers' son has been held to have sustained injuries covered by the Birth-Related Neurological Injury Compensation Act. The Ulmers have tried since September 1995 to sell their current residence, which cannot be modified to accommodate their son's permanent physical disabilities. The Ulmers intend to build a replacement home that accommodates the physical disabilities of their son, but cannot build the replacement home until they sell their current home. The Program has refused to buy the Ulmers' current home from them.
