SUMMARY:
Administrative Process Act; rights of citizens. Adds a definition of "guidance documents" which are official records an agency uses as direction, instruction or advice in applying regulations or making determinations relating to regulated activities. The bill sets out how "guidance documents" are to be used and how appeals therefrom are made. The bill also redefines the term "aggrieved" for the purposes of judicial review under the APA.
