WHEREAS, C. Fred Bateman, superintendent of the Chesapeake Public Schools for 15 years and a distinguished Virginia educator for over 30 years, was named Chesapeake's First Citizen by the Great Bridge Jaycees; and
WHEREAS, a native Virginian, Fred Bateman was educated at the University of Richmond and the University of Virginia and has worked as a teacher and administrator in all areas of the Commonwealth; and
WHEREAS, arriving in Chesapeake in 1976, Fred Bateman became superintendent of the Chesapeake Public Schools in 1980, heading a school system that for the next 15 years experienced explosive growth and dramatic improvement; and
WHEREAS, following his retirement in 1995, Fred Bateman became Distinguished Educator in Residence at Old Dominion University, where he is developing an innovative and unique program to train new school superintendents; and
WHEREAS, during his two decades in Chesapeake, Fred Bateman has devoted his time, talents, and energy to many worthy causes, including the YMCA, which he was primarily responsible for establishing in Chesapeake; the United Way, which he served as overall chairman several times; the Chamber of Commerce; and the Chesapeake Hospital Board; and
WHEREAS, in his distinguished career as an educator, in his unwavering commitment to the young people of Chesapeake, and in his varied and effective community service activities, C. Fred Bateman has proven himself a most worthy recipient of the First Citizen award; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly recognize and commend the outstanding accomplishments of C. Fred Bateman, Chesapeake's First Citizen; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to C. Fred Bateman as an expression of the General Assembly's admiration and appreciation for his career of service to his community and the Commonwealth.
