WHEREAS, Junius H. Williams, Jr., a division manager for Virginia Power and a resident of Portsmouth since 1983, was named Portsmouth's First Citizen for 1995; and

WHEREAS, a native of Petersburg, a graduate of Virginia State University, and a veteran of the U.S. Army, Junius Williams has served the Portsmouth community on a wide array of foundations, boards, and committees; and

WHEREAS, long interested in education, health care, and economic development, Junius Williams has served as president of the Portsmouth Schools Foundation, as chairman of the board of directors of the Hampton Roads Chamber of Commerce (Portsmouth Division), and as a member of the board of directors of the Medical College of Hampton Roads Foundation Development Committee, the Portsmouth Redevelopment and Housing Authority, and the Norfolk Forum; and

WHEREAS, the first African-American to be named Portsmouth's First Citizen, Junius Williams has for many years promoted racial harmony and cooperation; and

WHEREAS, Junius Williams was cited by the First Citizen sponsoring committee for his community work on behalf of good government, racial harmony, economic development, the public schools, and health care; and

WHEREAS, Junius Williams, with his range of impressive accomplishments, his dedication to the Portsmouth community, and his willingness to work hard on behalf of his fellow citizens, is a most worthy recipient of the prestigious First Citizen award; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly commend and congratulate Junius H. Williams, Jr., on his being honored as Portsmouth's First Citizen for 1995; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Junius H. Williams, Jr., as an expression of the General Assembly's admiration for his many contributions to his community and the Commonwealth.
