Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding in Article 8 of Chapter 7 of Title 18.2 a section numbered 18.2-324.2 as follows:

§ 18.2-324.2. Sale, etc., of untagged explosive powder.

Any person who sells, barters, exhibits for sale or barter, gives or furnishes, causes to be sold, bartered, given or furnished or has in his possession or under his control with the intent of selling, bartering, giving or furnishing, any black powder used in the manufacture of explosives which has not been tagged for identification purposes shall be guilty of a Class 1 misdemeanor.
