SUMMARY:

Small water facility project loans. Allows loans to be made from the Virginia Water Facilities Revolving Fund, in the State Water Control Board's discretion, to local governments that have developed a low interest loan program to facilitate the correction of septic system problems. The loan funds may only be used by such a program for upgrades of systems that are owned by individuals and where (i) public health or water quality concerns are present and (ii) connection to a sewer system is not feasible because of location or cost.
