SUMMARY:
Funding for military operations; U.S. troops under U.S. command. Memorializes Congress to cease providing funding for U.S. military operations not specifically authorized by Congress and to refuse authorization for any military activity controlled by the United Nations or other such organization, unless there is clear understanding and agreement that U.S. forces will serve only under U.S. command.
