SUMMARY:

Department of Health required to develop a needs-based allocation formula. Requires the Board of Health to develop a needs-based allocation formula. The needs-based allocation formula used by the Board must consider certain local characteristics, such as growth rates, population density, local wealth, mortality data, teen pregnancy rates, disease incidences, environmental concerns, and other factors influencing local public health costs and services. This bill relates to the State/Local Cooperative Budget mechanism--the way in which state and local shares for support of local and district health departments is calculated. The present formula is based on percentage of allowable costs. This bill would require a new formula to be developed. The new formula would take into consideration the local factors which impact costs and ability to pay and delivery of services. The bill provides that local government representatives shall serve on any work group used to develop the proposed allocation formula and requires the Department to report to the General Assembly regarding the proposed formula by September 30, 1996.
