SUMMARY:
Virginia Racing Commission. Permits the two off-track-betting satellite facilities already licensed by the Commission (in Richmond and Chesapeake) to open, but specifies conditions that must be met by July 1, 1997, if they are to remain open. The bill also prohibits (i) the Commission from issuing any additional licenses for off-track-betting satellite facilities unless those same conditions are met and (ii) minors from being admitted to a satellite facility unless accompanied by a parent or legal guardian. The bill contains an emergency clause.
