SUMMARY:
Fees and fines in district court. Provides that whenever a defendant is unable to pay fines, penalties and costs within 10 days of sentencing, the court is required to order installment payments and allows the court, in such a situation, to assess a one-time fee of not more than $10. Currently, some jurisdictions are charging the $10 if a defendant cannot pay his fine, etc., in full, on the court date.
