SUMMARY:
Housing; spot blight abatement. Authorizes any county with the urban county executive form of government to (i) recover the cost of disposal of blighted properties, (ii) place a lien on blighted properties repaired or acquired and disposed of by a local governing body to recover the cost of improvements made by the locality to bring such property in compliance with applicable building codes, and (iii) provide for temporary relocation of persons living in blighted property provided such relocation is within the financial means of the relocated persons. The bill also provides to any county with the urban county executive form of government, an exemption from the requirement that a locality not approve an acquisition of blighted property if the property is occupied for personal residential use. This exemption would permit the acquisition if the property has been condemned for human habitation for more than one year.
