That notwithstanding the provisions of Chapter 774 of the Acts of Assembly of 1995, approval is hereby given by the General Assembly for the transfer of five acres, more or less, to the Virginia Department of Transportation for highway purposes and other incidental purposes associated with the construction of Route 199, Project 0199-047-FO3-RW206. The proceeds from such transfer are appropriated to the institution to be held, used, and administered in the same manner as all other gifts and bequests are held, used, and administered.
