SUMMARY:
United States Constitution; method of amendment. Memorializes the Congress to propose an amendment to the United States Constitution which will allow an amendment to that Constitution to be proposed and adopted by three fourths of the states acting within a seven-year period and without the necessity of agreement by the Congress.
