SUMMARY:
Constitutional amendment; appeals by Commonwealth (first resolution). Allows the Commonwealth the right to appeal in all cases, including criminal cases, provided the appeal would not otherwise violate the United States or Virginia Constitutions. The broader right of appeal replaces the more limited right for the Commonwealth to appeal in revenue cases and to appeal certain preliminary rulings in felony cases.
