SUMMARY:

Circuit court clerks; fees; technology assessment. Authorizes the clerks to charge an additional three-dollar fee upon the filing of any civil action or recording of any document. The new fee is to be placed in a special fund and used solely for improvements in the court's record-keeping systems.
