SUMMARY:
Completeness of applications to discharge to water. Eliminates the requirement that applicants for permits to discharge sewage, industrial wastes or other wastes to, or adjacent to, state waters provide a certification from the local government where the discharge will take place, that the activity associated with the discharge is in conformance with local planning, zoning and subdivision ordinances. This is a recommendation of the joint subcommittee on the efficiency and consistency of the storm water management and permitting policies of the Commonwealth (SJR 44, 1994).
