SUMMARY:
State mandates upon localities. On or before July 1, 1999, eliminates state mandates on localities that are unfunded by the Commonwealth if such elimination does not interrupt local service delivery or cause undue threat to the health, safety, and welfare of the residents of the Commonwealth. The bill also prohibits any new or additional state mandates on localities that are unfunded by the Commonwealth.
