SUMMARY:
Public service companies; transfer of telephone company. Requires telephone companies having certificates of public convenience and necessity to provide local exchange service in the Commonwealth to seek and obtain State Corporation Commission (SCC) approval before transferring corporate operations staff or service functions outside the Commonwealth. The SCC is required by this bill to apply a “best interests of the Commonwealth” standard to any such proposed transfer and to prepare a Commonwealth impact statement detailing the effects of such transfer on the Commonwealth's economy, business and employment.
