SUMMARY:
Grievance procedure. Establishes a new state grievance procedure, adjusts the responsibilities of the Department of Employee Relations Counselors in accordance with recommendations made by the grievance procedure study, and clarifies the duties of the Director of the Department of Employee Relations Counselors. The new state grievance procedure (i) mandates an agency response to an employee's grievance, (ii) replaces grievance panels with hearing officers, and (iii) requires agencies to train employees and keep them updated on the operation of the grievance procedure. The bill also repeals the existing state grievance procedure in its entirety (§§ 2.1-114.5:1 through 2.1-114.5:6).
