SUMMARY:

Washington Metropolitan Area Transit Authority. Makes numerous amendments to the Act, which provides generally for the Washington Metropolitan Area Transit Authority (METRO). The bill (i) adds Loudoun County to the area embraced by METRO, (ii) allows the Council of the District of Columbia to appoint members to the Board of Directors for METRO who are not members of the Council, (iii) requires a public hearing prior to any rate increase or major service reduction, (iv) eliminates certain exemptions for public hearings, (v) reduces from 30 to 15 days the notice required prior to a public hearing, (vi) changes the rights, benefits and other protective conditions and remedies available to certain employees, (vii) rewrites the procurement procedures, (viii) expands jurisdiction of Metro Transit Police to the entire Transit Zone, including the authority to make arrests off of Transit facilities, under specified conditions, (ix) provides that amendments to the METRO compact adopted by one signatory shall not be effective until the amendment is approved by the other signatories and is consented to by Congress and (x) makes many technical amendments.
