SUMMARY:
Virginia Higher Education Incentive Program and Fund. Establishes the Virginia Higher Education Incentive Program and Fund to provide financial assistance to persons who are incarcerated in state correctional institutions and who are enrolled in degree-granting programs at accredited public and private institutions of higher education. The program will be jointly administered by the Department of Correctional Education and the State Council of Higher Education for Virginia. This bill seeks to (i) address the financial assistance needs of incarcerated persons attending college whose Pell Grant assistance was terminated under the new federal Violent Crimes Prevention Act and (ii) provide incentives to reduce recidivism through education and training. The bill stipulates that only private funds may be used for these purposes.
