SUMMARY:
Court-appointed special advocates; inspection of records. Provides an alternative to the inspection and copying provisions by a mental health care provider. The bill allows the mental health care provider to meet with the special advocate within 72 hours of presentation of a court order and the advocate's appointment order. The mental health care provider will then present a review and professional interpretation of the child's treatment records. The bill is intended to resolve conflicts which legally and ethically prohibit a mental health care provider from violating patient confidentiality and from releasing raw test results or raw data to persons who are not qualified to use such information.
