SUMMARY:
Community of Readers Program. Establishes the Community of Readers Program to promote literacy development among first and second graders and to sustain community involvement in and responsibility for the education of children. The Program will consist of no more than 12 pilot projects for (i) the recruitment of volunteer tutors from the community; (ii) the training of reading coordinators and of volunteer tutors by these reading coordinators to assist pupils in developing reading skills; and (iii) materials, research, and program planning and development support in cooperation with local school divisions. From such funds as may be appropriated for such purposes, the Department of Education is to distribute and monitor funds to implement the Program.
