SUMMARY:

Public utilities; rates. Authorizes the Virginia State Corporation Commission (SCC) to approve special utility rates, contracts or incentives that may be offered to individual customers or classes of customers. The authority granted may be exercised within the context of a rate case or otherwise. The SCC must, however, find that such rates, contracts or incentives would be in the public interest. The provisions of this bill are not subject to the prohibition against multiple rate increases within any 12-month period.
