HB 1922 HIV testing of gamete donors.

SUMMARY:

HIV testing of gamete donors. Requires all persons using donor gametes, i.e., sperm or ova, in infertility treatments to test, as provided in the Board of Health's regulations, the donors to ascertain their HIV status prior to using the gametes. The Board of Health will establish a donor gamete HIV-testing protocol. Patients must also be informed by the physician, before the treatment begins, of the protocol used to ensure that the gamete donors are free from known infection with human immunodeficiency viruses. This bill is a recommendation of the Joint Subcommittee Studying the Issues, Policies, and Programs Relating to Infection with Human Immunodeficiency Viruses. The Joint Subcommittee noted several instances in other states where HIV was transmitted through infertility treatment and that the public should be protected from this known risk. Reputable programs are already conducting this testing.
