SUMMARY:
Authority to levy local income tax. Repeals the authority of any county or city to institute a local income tax if the locality does not hold a referendum approving the tax before January 1, 1997. Currently, the localities that are permitted to institute a local income tax must hold a referendum before implementing the tax, but there is no deadline by which they are required to hold the referendum.
