SUMMARY:
Felon Identification and Police Safety Act. Establishes a new system of criminal history record checks for the purpose of purchasing handguns. DMV is to conduct these checks and encode by magnetic strip on all driver's licenses whether or not the licensee is eligible to purchase a handgun. Any person erroneously prohibited from purchasing a handgun is granted civil relief. Handgun sales are prohibited to ineligible persons and penalties are provided for knowingly selling or purchasing a handgun in violation of the act and for intentionally altering the magnetic strip on a driver's license. This Act has a July 1, 1995, effective date.
