SUMMARY:
Dismissal of teachers. Clarifies that, for purposes of the dismissal of teachers, the term "incompetency" shall be construed to promote the retention of the most qualified teachers for the education of students. Under current law, teachers may be dismissed or placed on probation for incompetency, immorality, noncompliance with school laws and regulations, disability, certain felony convictions, and "other good and just cause." Dismissals covered by the teacher grievance procedure include dismissals occurring during the term of a teaching contract and the nonrenewal of the contract of a teacher who has earned continuing contract status. This measure was carried over by the House Education Committee.
